Yes, but I would’nt suggest using it for that.

Yes, and it works great! I use the one from Preparation H, that is a clear gel with witch hazel. Love, love, love it! no more bags!

I don’t know if it tightens but I do know that it helps the puffiness around and under the eyes

I’d get "Bare Minerals" If I were you. I hear good things of it.
