it is an anti inflammatory … reduce puffiness and bags … C

Some use it as anti skin irritation.

it’s used to shrink the bags under your eyes, not for acne.

People use it around their eyes to reduce puffiness and the look of wrinkles. It’s an old modeling trick.

It really depends upon the acitve ingredients in the cream. Most hemorrhoid creams contain anti-inflammatory agents like Hydrocortisone or Diphenhydramine which are available over-the-counter.
