I heard this phrase on the radio the other day and Googling provided some names the phrase refers to, but not what the phrase means.

This is Michael Savage’s term for Glenn Beck. The reason I believe he calls him this is that he(Savage) accuses him(Beck) of stealing his material. Thus, he’s a pain in the butt.
